"The greatest number of questions currently are around the detail of trade with Northern Ireland and the operation of UKIMS (the new UK Internal Market Scheme)." – says Anthony Buckley from his experience of advising businesses in Ireland and delivering training.

During the webinar, which took place on 10.11.2023, CKI members and lecturers Anthony Buckley, Zandra Horgan and Mark Rowbotham explored the following issues and explained the rewards and pitfalls that accompany the very special position of Northern Ireland, with access to both the GB and EU markets:

  • An explanation of the Windsor Framework (WF)
  • Changes that emerged from the NI protocol
  • Day-to-day working of the WF
  • Documentation required for red-routings/ green-routings
  • Labelling requirements for green lane
  • REACH (chemicals) and foodstuff exceptions
  • Movement of goods to GB from ROI via NI
  • An overview of the practicalities of the WF including VAT

In 2017, the Australian Border Force (ABF) conducted a project that identified a group of overseas jewellery merchants whose business model involved suspected repeated exploitation of the ATA carnet. The ATA carnet is an international Customs document that permits duty-free and tax-free temporary admission of certain goods to countries that are part of the ATA carnet system for up to one year; including commercial samples, trade fair or exhibition goods and professional equipment.
