Dažnu atveju importuotojas, priešingai nei muitinė, neturi galimybės įrodyti detalių aplinkybių, susijusių su eksportuotojo atliktomis prekės perdirbimo procedūromis, ar gauti kokių nors dokumentų, … susijusių su eksportuotoju ar jo veikla. Lietuvoje nepreferencinės prekių kilmės sertifikatus išduoda Prekybos, pramonės ir amatų rūmai, remdamiesi paraiškose nurodytais duomenimis. Kadangi paraiškoje pateikiami duomenys ne visuomet … būna tikslūs, o šiam dokumentui negalioja principas de minimis (smulkmenos, mažareikšmiai dalykai nekeičia esmės), aptarsime nepreferencinę prekių kilmę patvirtinančio sertifikato reikšmę tarptautinėje prekyboje.
