Muitinės tarpininkų (dar vadinamų „muitinės atstovais“, „muitinės agentais“) profesijos svarba tarptautinėje tiekimo grandinėje auga. Sudėtingoje ir nuolat kintančioje teisinėje, technologinėje ir geopolitinėje aplinkoje jie padeda prekybininkams, muitinei ir tarnauja visuomenei, atlikdami pirminę prekybos atitikties kontrolę prieš pateikiant duomenis deklaracijoje. Žinių ir etikos reikalavimai šioje profesijoje yra aukšti, tad svarbus yra standartizavimo klausimas. Muitinės tarpininkai yra svarbi muitinės ekosistemos dalis. Bendradarbiavimas su šiais profesionalais gali būti labai naudingas abiem šalims - verslui ir muitinei. Muitinės tarpininkai imasi … kompleksiškų su muitiniu įforminimu susijusių užduočių, saugo ir tenkina suinteresuotų šalių interesus, tuo pačiu metu suderindami skirtingus jų interesus (pvz., greitas pristatymas ir kruopštus patikrinimas) ir sutaupo daug laiko, kad jos galėtų sutelkti dėmesį į savo pagrindinę veiklą. Tema nėra nauja, todėl būtų galima manyti, kad ši veiklos sritis jau turėtų būti sustyguota ir standartizuota. Tačiau 19-ajame autorių susitikime vykusios diskusijos parodė, kad Europos ir Amerikos šalyse vis dar yra daugiau klausimų nei atsakymų.

The final phase of the consultation process concluded in August 2023. A significant consensus emerged among stakeholders on the idea of introducing a voluntary standard for customs intermediaries.

The company therefore learns the hard way about its customs-related responsibilities and obligations. What role does the customs broker play in preventing such situations? In this article, we argue that customs brokers need to take on the role of proactive educator and suggest a way to do this.
