As you know, the European Union has adopted several packages of restrictive measures against the Russian Federation in the wake of the Russian war of aggression against Ukraine and restrictive measures against the Republic of Belarus in the light of the situation in Belarus. All these measures must be effectively implemented by the competent authorities and the EU economic operators. Let us discuss one of the measures - directly and indirectly sanctioned persons and how to identify them so that they do not appear among customers or suppliers.

Requirements for labelling of vaping products (vapes) on the territory of Russia

Until recently, e-cigarettes and their accessories were not subject to precise, unambiguous regulation under Russian law, including requirements on packaging labelling. As a matter of practice, until recently, some market players were attempting to mitigate compliance risks stemming from the aforementioned legislative gap as to labelling of the products in question by adhering to regulations applicable to tobacco products. Nevertheless, recently, quite substantial changes were made to legislation governing nicotine-containing products, including e-cigarettes.

Expectations for the future of the EU trade and customs policy: what should be known to practitioners?

The article analyses new strategic document of the EU’s Commission (presented to the public in February, 2021, and currently discussed in other EU institutions) called “Trade Policy Review - An Open, Sustainable and Assertive Trade Policy”. This document (strategy) aims to establish a new consensus for trade policy in the EU and sets new core objectives for the regulation of trade and customs issues with specific third countries. Taking into account this aspect, this article summarizes and critically evaluates the provisions of the new strategy designed to regulate trade with the EU's main foreign trade partners (United States, China, Russia, India, other countries of the BRICS region) and describes the significance of the strategy for international trade business and its taxation.

Taking into account the fact that customs duties, especially trade defence duties, have a significant practical impact on the volume of international trade between the EU and the Russian Federation and on international trade business, this article discusses the legal issues of their application and possible solutions, based on the recent WTO trade dispute settlement practice.

Obligations of importers supplying goods to territory of Russia with regard to labelling products

The Eurasian Economic Union (hereinafter referred to as the “EAEU”) is an international organization including five countries – the Russian Federation, Belarus, Kazakhstan, Armenia and Kyrgyzstan, which is intended to create a “Single Economic Space” in the former Soviet countries. Within its framework, a number of legal acts were adopted, in accordance with which the EAEU member countries agreed to ensure the safety of goods . This is to be achieved by virtue of ensuring compliance of goods and manufacturing conditions with the requirements of technical regulations (hereinafter referred to as the “TRs”) implemented on the territories of the states which are parties to the organization . Such TRs apply to goods of both national and foreign origin. The confirmation of conformity of goods with the safety requirements established by TRs shall inter alia be made by means of labelling the goods with an EAC logo.
