Sąjungos muitinės kodekso pakeitimai nėra dažni, tačiau to nepasakytume apie vasario mėnesį - pastarąsias savaites „ES aktualijos“ prasidėdavo naujienomis apie SMK deleguotojo ir įgyvendinimo … reglamentų pakeitimus, susijusius su sparčiai vykstančiu muitinės sistemų diegimu (terminai nustatyti Komisijos darbo programoje), atnaujinimu ir derinimu su kitomis sistemomis. Praktika suteikia įžvalgų apie tai, kokių patobulinimų reikia teisės aktams, tad natūralu ir svarbu, kad jie yra atitinkamai keičiami. Augantys krovinių srautai (ypač dėl e-komercijos) yra iššūkis muitinėms - kaip identifikuoti saugos ir saugumo atžvilgiu rizikingas siuntas, kurios turėtų būti sulaikytos dar išsiuntimo šalyje, … arba bent būtų užtikrinta, kad jos nepatektų į ES rinką. Tuo tikslu sukurta importo kontrolės sistema (ICS), į kurią tiekimo grandinės dalyviai teikia informaciją prieš pakraunant prekes ir prieš jas atgabenant į ES. Ši sistema nebėra naujovė, tačiau plečiamas jos dalyvių ratas (netrukus bus privaloma visų transporto rūšių vežėjams), o ir atnaujinamas funkcionalumas, pavyzdžiui, nuo š. m. rugsėjo Lietuvoje nebebus galima pateikti įvežimo bendrųjų deklaracijų (ENS) ir pranešimo apie prekių pateikimą (PN) duomenų kartu su tranzito deklaracija.
